Paleonet: Research Experiences for Undergraduates opportunity

Martin raises a good question about REU programs.

The NSF REU guidelines state that student participants in REU programs
must be citizens or permanent residents of the United States or its
possessions. Students who have received their bachelor's degrees and
are no longer enrolled as undergraduates are generally not eligible to
participate.--Tricia Kelley

Hi

Are only USA citizens allowed to apply?
Also can graduated students apply?
