You are so right.  I did google the little creatures, but there wasn't much information on this which was frustrating.
 
My next attempt will be to go straight to the horses mouth and ask a biologist.

Fulgorid Planthopper nymph -- try a google images search on this name.  Interesting that the YouTube video wants it to be some sort of government conspiracy or environmental problem when they could have just consulted a biologist. The world has become so paranoid.
