 Dear Geraldine,

     I had the same experience.  Your bank/visa account knows that you do
not make regular transfers of funds to Argentina.  Consequently, their
security system is blocking your payment to be on the safe side.  You need
to call you bank and tell them that you really do want to make that
payment.  Then, the next time you try, the payment will go through.

     I am broadcasting this response on Paleonet rather than writing to you
alone, personally, as others will undoubtedly have the same experience.
