Paleonet: Open Access - Page Charges

Dear Paleonetters,
I understand that a large number of organisations carrying out publically funded research and required to pay journals for open access publication are becoming increasingly concerned by the seemingly high page charges. The matter is further compounded by the apparent failure of these journals to reduce their subscription charges to reflect the growing open access content.
Can anyone suggest reputable journals with good impact factors that make reasonable page charges? Has anyone representing an organisation that publishes numerous papers tried negotiating reduced rates with journals?
