Roy,

I believe that it depends on the type of taxon. If your taxon falls under
the rules of the ICZN, then page priority is not applicable and it is up to
the first reviser to decide which name is retained (see link here to ICZN
rules on this issue

I am unaware of the rules for botanical specimens, but I believe that
bacterial nomenclature does have a page priority rule.
